Permanent Residence (Skilled Regional) (Subclass 191) Visa
The Skilled Regional Visa (Subclass 191) is granted to skilled individuals who have worked for at least three years in specified regional areas of Australia on an eligible visa, such as the Skilled Regional (Provisional) Visa (Subclass 491) or the Skilled Regional (Provisional) Visa (Subclass 494). Once you have received a Subclass 191 visa, you are free to live and work anywhere in Australia with the full benefits of permanent residency.

Regional provisional stream
People who have stayed and worked in specific regions of Australia on an eligible visa can apply for this visa to work and live in Australia permanently. Applicants must follow the conditions of their eligible visa which they hold.
- Applicants do not need a nominator or sponsor
- Must hold a visa that is eligible for at least 3 years and follow the conditions of that visa
- Have income that is taxable at or above a specific income level for at least 3 years while holding your eligible visa
Hong Kong stream
Hong Kong or British National passport holders who have expressed their commitment to Australia can apply under this stream to live and work in Australia permanently.
- Must hold a Hong Kong passport or a British National passport
- Applicants do not need a nominator or sponsor

Eligibility for Subclass 191 Visa
- To qualify for Subclass 191 Visa, one must hold any one of the following visas:
- Subclass 491 or subclass 494 visa
- Submit notices of assessment given by the Australian Taxation Office (ATO) for three income years out of the five years of your eligible visa
- Applicants must follow the conditions of their eligible visa when in Australia. This is applicable until you hold that visa
- You and your family members must meet health requirements
- Meet Australian character requirement
- Sign the Australian values statement
Subclass 191 requirements
- Hold an eligible visa like Subclass 491 or Subclass 494 visa for at least three years
- Submit notices of assessment given by the Australian Taxation Office (ATO) for three years out of the five years of your eligible visa.
- Proof that you have lived and worked in a specified region of Australia. Proof includes payslips or reference letters from your employer and rental agreements, utility bills, or title deeds to prove your residence location
- A copy of your passport and national identity card
- Documents proving any past or present relationships (e.g., marriage certificate, divorce documents, death certificates, etc.)
- Police certificates from a country where you stayed for at least 1 year
