Canada Study Permit Allocation 2025

 

The Canadian federal government is planning to issue 437,000 study permits in 2025. The IRCC has issued details about the provincial breakdown of study permit allocations. The department also announced that 12% of study permit allocation would be reserved for master's and doctoral degree students.

New Requirements for PAL

In a recent announcement, the IRRC stated that master's and doctoral degree students are also required to submit a Provincial Attestation Letter (PAL) to be eligible for the Canada Study permit. On January 24, 2025, the department further announced that certain categories of students are exempted from the PAL requirement.

The group of students exempted from the PAL requirement in 2025 includes:

  • School students from Kindergarten to Grade 12
  • Canada Study Permit Renewal applicants who are not willing to change their Designated Learning Institutes (DLIs)
  • Priority groups and vulnerable cohorts supported by the federal government of Canada
