To apply for a Subclass 491 visa, you must be nominated by eligible candidate residing in designated area of Australia. Applicants who can sponsor for Subclass 491 visa should be any one of the following:
- Eligible relatives an Australian citizen
- State or territory nomination from Australia
- Australia permanent resident
- New Zealand citizen

Sponsorship requirement to apply for Subclass 491 visa
Subclass 491 visa has two ways to receive a sponsor for Subclass 491 visa:
Family Stream
If an applicant has eligible family members residing in a designated area of Australia, they can apply for a Subclass 491 visa under the family stream.
State/Territory Nomination
If an applicant has no family members in the country, they can get sponsorship from the Australian state or territory. If an applicant is nominated for the visa, they will be invited to apply for the Subclass 491 visa.

Sponsorship by an eligible relative (Family Stream)
For the Subclass 491 visa family stream, the occupation must be on the MLTSSL list, and your sponsor must be:
- 18 years old or above that age
- Applicants residing in designated areas of Australia
- Australian permanent residence, Australian citizen, or eligible New Zealand citizen
- Be your or your partner’s eligible relative
Eligible relatives are
- Parent
- Child or step-child
- Brother, sister, adoptive brother, adoptive sister, step-brother, or step-sister
- Uncle, aunt, adoptive aunt, adoptive uncle, step-aunt, or step-uncle
- Nephew, niece, adoptive nephew, adoptive niece, step-nephew, or step-niece
- Grandparent
- First cousin
Sponsorship from a State or territory
For Subclass 491 visa, different states can nominate for the visa:
- New South Wales
- Northern Territory
- Queensland
- South Australia
- Tasmania
- Victoria
- Western Australia
However, the applicant and sponsor are not required to reside in the same regional area in Australia.
Eligibility requirement to apply for a Subclass 491 visa
To be eligible for the skilled work regional (provisional) visa, an applicant must be:
- Under 45 years of age
- Receive an ITA
- Have a valid skill assessment
- Meet the point test requirement
- Nominated occupation on a relevant skilled occupation list
- Nominated by eligible applicant
- Competent English
- Health and character requirement
