Australia PR through 457 visas has four pathways that can be utilized by the immigrants to obtain Permanent Residence in Australia depending on their circumstances:

Temporary Transition Stream Sponsored by Employer
Immigrants with 547 visas in Australia working with the same employer for 2 years can be eligible for this pathway for Australia PR. The employer must agree to sponsor the applicant for the Australia PR. The employer must also submit a valid nomination to the Immigration Department.
Direct Entry Stream Sponsored by Employer
Immigrants with 457 visas who have not resided in Australia for 2 years are eligible for this PR pathway for Australia. Those who have changed employers while staying in Australia are also eligible. They are required to have a willing employer who agrees to sponsor them for Australia Permanent Residence.
General Skilled Immigration – 189, 190, 489
Migrants with 457 visas who do not have an employer to sponsor them for PR are eligible through this pathway. The General Skilled Immigration again has three visa subclasses - 189, 190, and 489. They can file their applications independently. This can also be done with a sponsor from the Territory or State government.
The occupation must be listed on the list of Skilled Occupations. The applicants are first required to file an EOI. They can apply after receiving an invitation, as quoted by the Australian Skilled Migration. They have 60 days time to file applications for PR if they receive the invitation.
Partner immigration
This pathway for Australia PR is for 457 visa holders who have a committed genuine relationship with an Australian PR holder or citizen. They can apply for the Partner Visa Australia in this scenario.
