Canada to issue approximately 360,000 authorized study permits in 2024
Canada has officially revealed its plans to limit the number of international students coming to the nation. Immigration, Refugees and Citizenship Canada (IRCC) has unveiled temporary cap on issuing the study visas for international students. It is projected that a cap of approximately 360,000 authorized study permits will be issued to students in 2024.
In 2022, there were over 800,000 foreign students studying in Canada, with an increase over 900,000 students in 2023.

Maintaining integrity and academic experience for international students in Canada
Minister Marc Miller emphasized the importance of maintaining a balance by implementing new measures to safeguard Canada’s Immigration system integrity while ensuring overall positive academic experience for international students.
Minister Miller emphasized the need for discussions between provincial governments and DLIs to address concerns over the permissive DLI structure.
Study permits in different provinces and territories in Canada
Each province and territory will have study permit caps based on their population. This action aims to prevent the notable increase in the number of international students in provinces where the surge has been unsustainable.
Attestation letter for student visa applications in Canada
An attestation letter is required from the relevant province or territory for study visa applications from January 22, 2024. Provinces or territories must establish procedures for sending these letters by March 31, 2024, and the quota will undergo a review in 2025.
Those who already have study permits or applying to renew existing permits will not be impacted by these caps. Master’s and doctorate degrees holders are also free from these restrictions.

Changes to the Post Graduation Work Permits in Canada
IRCC has announced modifications to the Post Graduation Work Permit (PGWP) eligibility criteria, which are;
- Starting from September 2024, international students participating in academic programs that are covered by curriculum licensing agreements will no longer be eligible for the PGWP.
- Master’s program graduates and other short graduate-level programs can now apply for a three-year work permit.
- Spouses of international students enrolled in master's and doctorate programs will be the ones eligible for these open work permits, and those enrolled in lower levels of education will not be eligible.

Modifications made to the international student program by IRCC
Additional modifications to the international student program were made by IRCC in December, which included tripling the cost-of-living for international students. A Trusted Framework Agreement with DLIs is anticipated to be established for the 2024 academic year ensuring accelerated study permit processing at qualified universities.
